In Japanese language does the following phrase make any sense: "Mimou-usei- urusai!"?

I know urusai means "noisy" and sometimes is used to shush somebody. Instead I've heard (probably the words were slightly different but the phonetic should be similar) "Mimou-usei-urusai!". Can anyone tell me if this remind of any japanese expression and what does it mean? Thanks, Giuseppe
